Topic policy is enforced server-side at the single topic-mint point (resolveTopicForAppend), only when the insert actually created the topic, inside the append transaction; a refused member gets PERMISSION_DENIED naming the channel and telling it to reply in an existing topic, a non-member keeps NOT_FOUND (extends DL-383 to topic policy); the UI hides New topic from the channel’s topic policy plus the caller’s account kind, not from a per-caller capability bit
